Steam Cloud cross-platform

I was kinda bummed when I started Metro: 2033 up on Linux and none of my progress from Windows was saved, then I realized that expecting Steam Cloud to work across two totally different OSes was wishful thinking for multiple reasons. However, I just started Saints Row IV for the first time on Linux and was amazed that it picked up right where I left off on my Windows partition yesterday. Is there a reason why some games work and some don't? I've only really tried Metro, Bioshock Infinite, and Hotline Miami up to this point and none of them worked. Really interested as to how SR4 managed it.
