recently my friend purchased a R9 380 thinking the gpu was his bottleneck. Well it turned out that actually it was his cpu,so i offered to overclock. The problem was...that i have very little experience overclocking, especially on a older chip. If anyone could point me in the direction of a reasonable overclock and what i need to change, it would be greatly appreciated.

There are videos that show how to overclock. As far as how much to overclock? Well, from everything I've heard, you should start small. Go up 100Mhz, and run a stability test. If it passes, another 100Mhz, until it starts showing instability, then back if off to the last stable speed.

What about the voltage?

I honestly can't say much about that, I've always been too nervous to mess with voltage settings. From what I understand, when your system becomes unstable, cranking up the voltage just the smallest bit will help stabilize it, but will also generate more heat, and run the risk of frying the chip. Someone more knowledgeable than I would have to weigh in on that.
