Hi. I have a server, and was wondering if I setup a VPN if others can connect to my VPN form diffrent networks/ips?

As long as your firewall is configured to allow VPN Traffic, people will be able to connect from other networks.

In theory yes, any friend with a complication enough network that would prevent them from connecting should have enough know-how to connect to you. There are a few other VPN solutions like Hamachi and Tunngle that make life easy. They generally offer a way to get around NAT.
