So I recorded a gameplay for my friend in 1080p 60fps and I use window movie maker (Free software) to edit my video and my video exported out as 1080p 29fps . I am fine with 29fps but problem is that certain clip has massive frame drop (15fps to 20fps). I look at my original file and it does not have any frame drop at all. if anyone know how to fix or recommend other editing software please let me know. I appreciate the help

Did you encode in with constant frame rate or variable?

I am not quite sure how to answer that but what I can tell you is that I use shadow play to record in 1080p 60fps and in window movie maker does not give option where I can choose different encode or that. It's a very minimal video editing software.

Click the arrow next to "Save Movie" on the top right. Click the bottom of the drop down menu where it says "Create Custom Setting". Now change Width to 1920 and Height to 1080. Change bitrate to whatever you want (higher=more quality and bigger file size). Change frame rate from 29.97fps to 60fps. Name and Save the preset and it should now render in 60fps.
