I do not have a graphics card yet so I am using a dvi cable to get feed and it will only allow me to go to the bios screen. On the bios I found an option called Network stack. This options says it will allow me to install an os. If I can do this can you please help me out. :)

First off you want to get your CD or USB thumb drive put it in

Next Go to your bios select your boot device to the CD or USB drive 

Select it

You will see a windows Splash screen that will say some stuff.

its basically is self explanatory from there

So it works(the usb) but when I go anywhere but the bios all i get is unsupported video format (I do not have a monitor using tv). If i change the boot to usb in bios it will just do the same thing.

Id say wait till u get a GPU or barrow a monitor from someone. TVs are sketchy imo.
