Good GPU temp, terrible CPU temp?

Hey all, just built my first loop but for some reason the CPU temps are absurdly high. They are 60 C whilst idling at 1.3 GHz. 

 

My GPU on the other hand is at 30C idle and seems to be doing great. The mounting is fine, and contact is great. When I was filling the loop the CPU block had tons of resistance, maybe it's a bad block?

It is a 8350 though. Is it overclocked?

No, and it is throttling to 1.3GHz and I'm getting 70C (idling)

 

I will look, but no way it should be that high?

Did you try remounting the block ?

not yet, but here is what I found weird. When the PC turned on it was at 30C for a little bit, but then it went back up high again. So I think it's the block again

Don't mind that rad to GPU bend, looks a lot better with the side panel on

is the flow through to block going through the right way? there is usually an inlet and outlet

was mounting, dumbo mistake

 

60 C max load now with OC ayyy

Another 540 build. What program are you using to see the temps? I had to spend quite a bit of time tilting my back and forth to get the air but temps were still good.
