PC has no output

so i have this PC, when powered on the cpu fan spins. However no output. No video output, no PS2 output and no USB output. i tried adding agp and pci gpu, no success, i tried different memory, no success and i tried different powersupply, no success, so whats the problem? i am aware that on the power button is connected. The rest of front panel connectors are disconnected.

yes, ive edited while youve already quoted me. since youve already tested literally every other component it has to be the board huh
