I've been planning to build for a while and yesterday I started gathering the components. What I have so far:

It go's without saying, this build would not have a graphics card. I'm thinking of putting it in a gaming case with as many front 5.25" bays as possible and then add some hot swop drive cages.

I'll probably put in 2 x 4GB of Kingston HyperX red memory sticks.

I've really only considered the following case:

This case while reasonably inexpensive has a total of 10 5.25 drive bay's (if you can use those bottom 3 bays). The initial bottom 3 hard drive hot swop bays are also am advantage, since all the added hot swap bays I've been able to find each cost about double the price of the case and would thus be acquired at a later date:

I'd need to identify a power supply that is as cheap as possible with the best possible efficiency that has as many SATA power connectors as possible. Not having a graphics card, I imagine this rig would require less than 500w power.

I would put in a combination of 4, 5 and 6 terabyte Western Digital Red HDD's. Also, I'll probably include the cheapest 120GB SSD I can find as a boot drive.

At some future date, I'll put in some raid controller cards and/or 10G Network cards (probably 1 of each).

Some pictures of the existing hardware:
