Japan DNS issues

Hey there guys, 

 

I'm on vacation in Japan, renting an apartment in west Tokyo with internet and such already included. I have no access to the router or anything, Can't even power-cycle them. 

 

My issue is, at some random time during the day, it's impossible for me to browser the web at all, Chrome keeps displaying error such as "dns_probe_finished_no_internet" or "dns_probe_finished_nxdomain". I have to keep trying for many minutes to even get through a single webpage. 

 

I am connected via, what I believe to be a Unidentified PoI Access point that goes to a YAMAHA-RT Router addressed 192.168.11.1, the DNS IP it gives me is the same. 

 

I tried setting the DNS ip to google's but it doesn't change anything. 

 

Although I cannot browse anything, if I try to ping via command prompt or go to the website via it's ip address, it works instantly. (I have 4 ms ping to google's DNS)

 

I am currently using a VPN to browser as it helps alleviate the issue by a great deal. 

 

Would any have idea why this is happening and if I could fix the issue at all?
