obfs4proxy.exe

Go to solution Solved by DrM,

you can try rebooting. the process should only start when you run tor

Is it a Windows need file? I downloaded tor and then I tried to delete it. Everything deleted fine apart from obfs4proxy and a file called lock. I can end process on task manager should I do it? Does windows need it?

obfs4 is hte "bridge" tor uses encrypt is connection. You can end it without issue if you no longer need tor. Its probably not deleting just because it or another tor process is still running
