Having issues with Playback Device.

I am having issues with my playback device. Some programs will have sound and some programs wont have sound. for example, When i open spotify and try to play a song, at the top it says problem with playback device and it will skip each and every song by itself. Also when i open my chrome to watch a stream. when it is all messed up it will just not play the stream and it will either be paused and wont play or will be playing but have no sound, Same with youtube videos. I am using Windows 7. Let me know if you need to know anything else about my system to help fix this. Thank you for taking the time to help and read over this!
