Okay if I'm wrong throughout any of this please let me know.

The main game I play on PC is CSGO, which I'm told is more dependent on your CPU (rather than your GFX card).

Also: When I have my dual-monitors on, my computer tends to become really laggy/slow - because a component of my PC can't handle it.

 

In order to improve my FPS on CSGO, and stop my laggy computer (when dual-monitors are connected), should I improve my CPU or GFX card.

 

I'm using integrated graphics (Intel HD Graphics 4400)
CPU: Intel Core i3 4130 @ 3.40 GHz

Upgrade the GPU, an i3 is more than enough for CSGO.

This is probably the bottleneck, while I guess technically CS:GO may use more CPU than GPU, the dual monitor and running CS may be the issue on the 4400 Intel HD, maybe try lowering the in game settings

I've had the R9 380 4gb recommended to me, I've always though there'd be no point purchasing due to the only game I play being CSGO. What do you think? I'm guessing it'll also improve my overall PC performance?

A GPU will increase gaming performance. It doesn't have much impact on general pc performance. An R9 380 would be overkill -- something like an R7 260x would be more geared to handling CSGO, but a 380 is a better value and will give you better performance in any other games you may decide you want to play.

Yeah man buy a dedicated GPU :) shouldn't need a too expensive one for CS as it is quite a forgiving game as far as hardware is concerned

Like mentioned above, if you're just about CS:GO you won't need that much video card(R9 380).  If you plan on having a decent GPU and will play other games that are a little more demanding, then sure go for a 380.  If not, grab something around the 950 area or maybe a last generation video card like a 750ti or even an R7 250.

 

The GPU will give you a little better performance here and there, but won't vastly change performance in basic applications.

For example I have a Radeon HD 7950 and run CS:GO at about 230fps more or less depending on map
