Windows 10 internet issues

I was having problems with the internet connection on my laptop after upgrading to windows 10.  It connects to ethernet, and it sometimes connects to my home network.  Here's the problem.  At work you have to sign in with a username and password. When I connect to the network I don't get prompted to sign in and the connection fails.  The public network at work also doesn't connect successfully.  I already flushed my dns, forgot my networks, reinstalled my wireless drivers, and tried a usb dongle.  Short of reimaging my machine I can't think of anything else to try.
