Streaming issues

this is my speed test and i still have issues when streaming to twitch stream has that blocky or pixelated look to it whenever i move my player/screen ingame

 

how do i fix this and im using obs to stream and my hardware is as follows:

Stream setting are 

video bitrate is 3500 

and its at 1920 by 1080 resolution

This seems more like a network issue more than a personal computer, and most if not all the time speedtest shows optimal conditions, and depending on what your doing you may need better internet than what you currently have, and your speedtest results arent showing up, or are showing as a broken link
