Live Streaming PC Build

I want to build a video streaming PC which can get inputs from cameras and mix them live via the PC and broadcast as RTMP stream.

Someone refereed to me at these: http://www.blackmagicdesign.com/products/decklink and Decklink Duo.

What are the functions of these cards? What's the difference? Also, what kind of CPU, mobo would I need? I would like to stream from 2 cameras :)
