I live in a college dorm room, and we have two ethernet ports. Both are able to pull 100 megabits, and I have my router plugged into one and my desktop plugged into the router, the other unused. I get the feeling that the speed is artificially restricted and was wondering if there was some way to take advantage of having two ports since my roommate doesn't use his, he just uses my wifi. If there was some way I could feed both jacks into my router and get 200 Mbps, that would be cool. Any suggestions? I also have a 'server' laptop plugged into the router, and will be buying a beefier router soon if having two routers would help.

I've read somewhere, about having one NIC handle the upload speed, and the other handling the download speed. You'll have to do some research.

If the two ethernet ports are coming from different ISPs/Nodes (two different connections to the internet) You'll be able to bridge them by plugging both into your computer and going into the windows options and just bridging them. Or you could build yourself a fancy PfSense machine that does it for you, and only makes you have 1 ethernet port in your machine.

Also, if it's a speed cap that you're trying to cheat, hop on a VPN that doesn't have any port that's blocked on your campus.

You should be able to bypass it, and pull the maximum speed that the main connection is outputting.

How would I find that out? Trial and error or are there tools?
