PC loading incredibly slowly

It takes a good eight minutes from login for my pc to even be usable. Avast takes even longer to load in. I have only that as my start up program. My disk is 12% fragmented.

 

Specs are a core i5 something, 8gb ram, 1tb hdd, gtx760 gpu. Writing this on my tablet as pc is near unresponsive at the moment

A??? Unless it is an SSD (a-data?) then you might want to look into a new HDD..
