So here's my rationale. The PC is for gaming, but there's no GPU. I am getting this "subsidised" by $600 and have roughly $900 saved that I can commit to the project (though I am limited to $1200 now). I wanted the PC to be quiet so I went for watercooling and an overkill rad.
 
The 6600k was chosen over the 4690k because I wanted hardware h.265 encode/decode (mainly decode), and the extra IPC can't hurt. The mobo is because it is pretty and I am shallow. Same for the case (h440), by the way, though I plan to dremel/drill inconspicuous holes into it to help ventilation and decorate it with plasti-dip on the outside.
 
The PSU is because there's a $20 MIR and I wanted one that was quiet which this is, though if someone suggests the Corsair rmx or rmi to be quieter, I am willing to change it. RAM looks good and performance is pretty much the same so that's all good (and 16gb because I use a lot of tabs and I use them in chrome). Fans are quiet and pretty, though I was wondering about the ones that came with the case. They are 3-pin, but I wanted to use them. Should I use a resistor to quiet them or can I somehow use the fan splitter I added to slow them down or do I need a resistor? Also, do I need the fan splitter? I don't think the motherboard has enough fan headers for it for all the fans, so I was pretty sure I would need it.
 
When I upgrade to a GPU (waiting for Polaris/Pascal but probably Polaris to drop because it just looks... so... good... I will need 3 extra fans and an extra rad. I also want to wait because then I can save up more and get a higher end GPU than what I could afford now and from the next generation. My PC is basically 4k ready except for the GPU, so after a next gen high end GPU I'll be set for life! After the GPU I could get a GPU and have a 1440/144hz or 4k/120hz (maybe, depends on how stuff is) machine that won't need an upgrade for quite a while. Basically, the GPU that I feel is worthy of my system hasn't been fabricated yet.

Did you buy it already? For quietness i found air cooling to be better and a lot cheaper. Something like a Noctua NH-D15 and nicely cooled GPU like G1 Gigabyte cards.

Look pretty good to me. Although the modding part scares me(depends how big the holes are and you modding skills). You would need several fan splitters. The H440, I believe comes with 4 fans + the 3 fans you will buy. Your motherboard only has 3 system fan headers and 2 CPU fan headers.

I haven't, would be in another sub if I did, but I've never really known a GPU (never had one either, though) to be quiet on air. CPUwise, I agree with you. Also liquid cooling is pretty.

Not much. You should be able to control them threw the BIOS of the motherboard if you plug them directly into the headers. For the fan hub. It says on the website "Equipped with speed detection* " so maybe it is controlled threw an included software? or maybe it is still controlled threw the BIOS. Like I said I don't know much.

Yeah, but it's 3 pin. It'll still be drawing the same amount of power either way, and I don't know if it's possible for it to slow it down which is why I was thinking a resistor might be needed.
