Program to speed up video?

Im using Camtasia as my video editor, it isnt the best, but it will do. When I speed up videos inside of it, it skips frames rather than increasing the time between frames, and im making a timelapse, so yeah. Windows Movie Maker wont install for some reason so im out of choices. I dont rlly want to install a several GB program just to speed up videos.

Try DaVinci Resolve 12, it's now a proper NLE.
