I have an R9 390

 

but i think i have  various problems even though i've updated my drivers

 

In GTAV if i go over 2gb of VRAM, i get a significant FPS drop

Most games preform poorly compared to people with 960s, even in some games my R9 270x performs better

 

People saying i should return it

 

but should i get the same card and try again or get a refund and get a 970?

refund and get a R9 380 or R9 380X - both 15% and 25% more powerful than a 960 respectively and usually around the same cost

Reinstall drivers. What PSU are you using? What CPU are you using? What OS

First try software fixes, like the guys/gals above me said.

 

Only if everything fails, RMA the card. Don't just refund and get a different card, this isn't normal for this card, so there's no reason to get a different card.

and also i did download a hotfix that AMD released which didn't fix anything

It's your CPU.

I don't want to be on which side of CPU's but from my experience. I Build a RIG for my bro who want's to play CS GO, CPU's that I have was either an i7-2600 or AMD A10-6800K. I thought AMD would work better since it's a newer CPU, to my surprise (maybe not for others, I apologize) it was bottle necking my GPU R9 290, getting around 15-30 FPS on Max settings (wierd eh) and decided to switch to the i7-2600, after that we're getting around 300-400 FPS, 1080p BTW. Then he still decided to play on low settings because of reasons (lol stubborn kid)
