I want to give my old Samsung Mega 2 to my friend. The problem is he is on T-Mobile while I use AT&T. So what is the best website to buy a SIM unlock code?

Not sure, usually most sites are borderline scams. Are you sure your device isn't eligible for a unlock through T-Mobile?
