Open Chrome, click on the 3 Horizontal lines in the top right corner, click "settings" --> "Show advanced Settings..." Scroll to the bottom and click "reset settings" This reverts chrome back to if it was just installed. It doesnt remove extensions, just disables them, and wipes everything else.

Are you behind a proxy? might be worth comparing the proxy settings between chrome and firefox to make sure they match.
