Is it possible to get ps4 os and Xbox os working On a pc so that I can play ps4 + Xbox exclusives and play with other people with these consoles? That's a bonus but getting the first point working is my main question... Is it possible?

its not open sorce so we dont have access to the code

No sadly it is not possible, there are no emulators for current gen consoles. Furthermore, emulation is illegal if you do not own the original console.
