New PC power cycles

So, I just built my first pc and when we got everything together and in the case the power would turn on for about 4 seconds and turn off; this would continue indefinitely. I can't hear any beeps because there was no speaker included. When there is power it appears as if part of the board isn't getting power because one fan slot doesn't power the fan connected to it and the gpu fans don't spin either while the other two case fans and the cpu fan do. I haven't had much time to troubleshoot and I wouldn't know where to begin but I wanted to ask you guys first and cross my fingers that I don't need to replace the motherboard.

CPU: intel i7-4790k

MoBo: gigabyte z97 ud5

GPU: MSI GeForce gtx 970 100 ME

PSU: EVGA supernova 650

RAM: 8gb Crucial Ballistix Sport

Make sure all power conectors are properly seated including cpu 8 pin molex,also try booting whithout your gpu.
