How similar is cmd prompt in windows and MS-DOS?

Back in the day, DOS was a stand-alone operating system. Even the early Windowses used to run on top of that. The modern command prompt in Windows only emulates this functionality. You can use it to input pretty much the same commands but the actual OS contacting CPU is Windows. Command prompt and DOS look the same and appear to act the same but they're worlds apart.
