I have a freenas box that has two 6TB hdd's. Specifically these drives: http://www.newegg.com/Product/Product.aspx?Item=N82E16822145973

They are set up in a simple raid 1 array. Is 11MB/s normal speeds or is this too low?

This is my opinion, it doesn't mean I'm right and is liable to change at any time. I may offend of which I apologize in advance.

If you are on a gigabit network then its low, but for 100mbps you are basically maxing it out(so in this case you are fine).

I'm pretty sure it should be gigabit i'm going to have to check my nas's motherboard's nic I guess. If it's not i'm just going to get a 10Gb nic for the lol's and for expand-ability in the future.

speed is also determined by your networking hardware ie switch or router

 

I bet this is the problem OP has.

Not his nic.

Could you list all your specs including the hardware parts of the FreeNAS setup, your router and any switches that you have on the network? I would also see if changing the Ethernet cable fixes things. As the guys said, the drives and the setup should provide much greater speeds so the connections is getting bottlenecked somewhere. 
I'd also test the drives and see if they are performing properly. A simple check of the S.M.A.R.T. status should be enough for this. :)
