Low gpu and cpu usage and framerate

Hello all, I'm currently having an issue on a certain PC. When I run an application such as Spintiers the game experiences lower than desired frame-rates. On the same game yesterday with the same setting I experienced no issues and had a more than acceptable frame-rate. As far as I'm aware there have been no major updates to the system and for the life of me I cannot figure out why this has suddenly started occurring. The system specs include:

 

- q6600 ( stock speeds )

- GTX 560 se

- 4 GB ram 

500 gb 7200 rpm Hdd

400 watt psu

1080p monitor 

 

I have tried changing the Pc's power mode to max performance, the game setting to prefer max performance under the nvidia control panel, I've tried running the application through steam, razer game booster and have not had any success. 

 

The hardware isn't bottle-necking as it ran fine yesterday,  If anyone has any idea to the cause I would be forever grateful. c:

cpu - 2.4 Ghz temps: 60 degrees under gaming load

gpu - 755 Mhz core , 65 degrees under gaming load
