no, it makes it a waste of time guessing randomly at what the question actually is.  The hard part should be solving it not figuring out what was asked

Because you are not determined to solve it. I give no hints so it makes it more challenging. I mean don't solve if don't want to solve it. It only shows what you have learned from the past and if you still remember it.

You've gone beyond no hints to the point of failing to actually properly specify the problem. It's like If I asked "is it farther to Australia, or by plane?"  What's the answer?  No hints now... :P

The reason why I do this is because no one focus in class. There is no clues on test most times. So what would you have done when the test says "Solve this"

First of all, it would never be shown like that in any class or real world example ever.  Second, in any class or real world example, you could ask the teacher or whoever is relevant in the situation and get them to clarify the problem
