What TV are you using? I would agree that getting a new cable would probably be the best option, but if its not that its probably the GPU.

So I bought a 4k tv and wanted to try some gaming on it. When I set the resolution, the screen gets tinted green. If I launch a game, there's a decent amount of artifacting on the left half of the screen. I have a feeling that it might be the cable itself, but figured I'd get a couple other opinions first before buying a new one.

Usually if you are goning to play on 4K, you need to get an HDMI cable that can transport that signal faster. I know that when Jerry from Barnacules Nerdgasm upgraded his tv's to the 50 in tv's that he has, he wasn't getting a good signal due to the cable he had at the time he had gotten the original HDTVs he had before. I believe though the cables he got were able to transport an HDMI signal aropund 8 Gbps.
