Keybinding messed up

Hi, so today I'm having an issue that is pretty simple. My shift + 3 does not do anything anymore, cannot type a hashtag or use shift+3 as a keybind in my games. Where would I fix that? I can't find anywhere on my PC to do so.

What keyboard is it?

I'd get a new keyboard if it's not too expwnsive.

I try to answer the best I can. 

Please realize that 95% of issues can be solved through Google.  I'll try to help,  but you need to Google yourself.
