Isn't CS:GO heavily CPU dependent when you want higher fps?

 

Maybe check if the CPU temperatures are acceptable?

Sorry that I'm so late to reply, uninstalling and reinstalling the game+drivers and uninstalling GeForce Experience fixed the issue, now averages 250-300+ FPS.

My buddies PC is running windows 8.1 and bugs out about the most odd things, keyboard stops working at random times (LEDs still on and functioning as normal) gets like 120 fps in csgo on lowest settings but almost 150 fps in all other games on max settings, (has no issues running fallout 4 fully maxed). No idea why this is happening, OS seems fairly fresh, but it still acts like a piece of shit, I get 400 fps in CS:GO with a budget version of this PC. 
Specs are as follows:
CPU: Intel Core i7 5820k @ 3.3 Ghz
GPU: GTX 970
RAM: 16 gb ddr4, not sure specifically what kind.
PSU: Honestly have no clue, I know it's a coolermaster.
MOBO: Wish I knew, PCWizard wont boot, will update this list when I have more info.
Keyboard: Corsair k70 10keyless RGB
Mouse: Razer Mamba TE

Have you tried uninstalling CS:GO and reinstalling it.  As for the keyboard, uninstall and reinstall software/drivers.

Have you tried uninstalling CS:GO and reinstalling it.  As for the keyboard, uninstall and reinstall software/drivers.

doing routine OS maintenance, reinstalled gpu drivers, no geforce experience, uninstalling and reinstalling CS:GO now, will do the drivers for keyboard now also.

I have the Corsair K70 and it actually requires a USB 3.0 port. Try that and make sure it's firmware is up to date.
