Can I plug this into my wall and connect an ethernet cable form this to my pc to give it a wired but wireless connection?

No. One adapter goes into a power socket near your router and plugs in, the other goes in a power socket near your PC and plugs in. They're not wireless, they use the power wiring in the building. 

 

It's not wireless, but it doesn't require you to run a long wire to the router/switch, if that's what you mean.

Oh okay. I thought they wirelessly connected to your internet and amplified the signal.
