I'd like something red and black at $600 USD. I do NOT need storage; I already have a HDD and will get a SSD in the future. This will be used for gaming, schoolwork, and VMs, so I'll need 16GB of RAM. Here's what I came up with.

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor  ($174.88 @ OutletPC)
Motherboard: MSI B85-G43 GAMING ATX LGA1150 Motherboard  ($60.98 @ Newegg)
Video Card: MSI Radeon R9 380 4GB Video Card  ($215.99 @ NCIX US)
Case: Corsair SPEC-01 RED ATX Mid Tower Case  ($34.99 @ Micro Center)
Power Supply: SeaSonic 450W 80+ Gold Certified ATX Power Supply  ($63.98 @ Newegg)
Case Fan: Rosewill RFA-120-RL 74.5 CFM 120mm  Fan  ($3.99 @ Amazon)
Total: $636.79
Prices include shipping, taxes, and discounts when available

I would say you could go with 8Gb of ram but put 30$ more on the mainboard to get a z97, so you could upgrade to a 4790k or 4690k :)

Oops, forgot to mention that I needed 16GB of RAM for the VMs that I run.

Oh gotcha. Hmm there should be a cheaper option for the power supply like this one: http://pcpartpicker.com/part/xfx-power-supply-p1550sxxb9 and put some money in for a http://pcpartpicker.com/part/gigabyte-motherboard-gaz97mds3h   :DD
