Black Ops 3 - memory leak problem + cpu clock going down

Hello. I have an 4790k and 8gb ram. I have a question. During memory leak my fps drops + clock of cpu going down from 4,2ghz to 3,8ghz and then again up. Is this normal and why? Can somebody explain me why during memory leak my cpu clock are going down for a second?

Yeah but why cpu clock is going down for a second during memory leak? It is stutter ( HDD WRITING ) fps , and my cpu clock is going down from 4,2 ghz for example to 3,3ghz and going up. Is this normal?
