Fallout 4 Extreme Lag

Lately in Fallout 4, I get extreme stutter in the main menu and when I go into the esc menu in-game. This is perplexing me as I'm getting 60+ FPS on 1440p ultra settings. 

 

Edit: This happens especially when I try to save the game.

Installed on a mechanical drive ?

It's on an SSD

Hows ram usage ?

I have 16gb, no problem there.

I had this issue. Clearing out older saves helped.

 

They're in Documents/My Games/Fallout4/Saves

 

I just moved them to a sub-folder, so I still have them if I want. Even with just <15 saves there's a bit of stuttering, but it seems better.

 

This really shouldn't be a problem. I think I'll just save, load, and quit from the console for now.
