i3 4130 + R9 380 is good but an i5 4460 is better

i5-4460 + 380

 

would it be best if i just get i5-4690 + r9 380?

 

i3 4130 + R9 380 is good but an i5 4460 is better

 

if i put more budget on cpu i5-4690 is a safe bet? i got no intention in over clocking cause temperature issue :) 

 

Intel Core i3 4170 + AMD R9 380/390. With the 390 you will get bottlenecked but not much. but I would recommend an Intel Core i5 4460/4690(K) with an R9 390.

 

if i ever plan on buying i5-4690 + r9 390, is it still the best but 1st month of 2016? or should i wait if there are new things coming then?

4690 is pointless - 4460 is about 5% slower for 20$ less - get a i5 4460 + R9 380 - that should be optimal with your budget

I would buy the i5 4690/6600 + R9 390 because the R9 390 has a 3-5 fps difference compared with the R9 390X and has 8GB of Vram. So yeah it will still be a good card at beginning of 2016

IMO, 4690 is not worth it if it's not te K-series SKU of it.
