Samsung S3 mobile data turned off notification

Hello all, my Grandad has disabled his mobile data on his Samsung S3 running android version 4.3 displayed this notification telling him his mobile data is turned off, he does not want it there and I have had a look for a couple of minutes and can't find a solution to the problem myself nor can I find one online so I am asking the lovely people here at ltt

If you swipe it and it moves just a little bit (I'm guessing), then you can't remove it. This notification in "written" in the firmware.

 

- Maybe you could remove it if you root the phone, but just for that?

- Downgrade the firmware (if this was not there before), but again updates are for firmware fixes and cool new stuff.

 

I'm afraid you can't do much, sorry.

Ok, and the phone is not rooted ( not taking that risk when a 70 year old man will probably do something bad then )and it only popped up a few weeks ago and it has been on this firmware for donkeys thanks for your help anyway
