need help troubleshooting PC Startup Issue

Windows 10

for some reason after BIOS screen, when the first Windows 10 logo appears.. PC takes about 30-50 seconds to reach login screen.

 

I've tried disabling all Start-up programs, reinstalled display drivers, uninstalled Anti-Virus software but cannot seem to find the problem.. Safe-mode loads on normal speed but normal boot doesnt load fast

 

system restore is not an option since I always disable it when i install Windows..

 

I could always reinstall Windows but i want to find the issue causing the slow boot up.

 

any help would be great?
