AMD 13.4 Driver Install failure

So i wanted to install the newish 13.4 drivers from AMD on my 7970 but mid install a message pops up and displays failure to install.  The error log is attached in the photos and i have also copied some system specs.  I am upgrading from the 13.2 drivers if that's of any help to you.  Thanks in advance for the replies!

First I would re-download the driver package from AMD's website.

Try to re-install. If it fails again,

Reboot and retry, If it fails again,

Uninstall CCC and use something like driver sweeper to completely remove the driver,

Reboot and retry, If that fails re-install windows.

I tried downloading it again and rebooting but it didn't fix the problem so i was going to try and repair the catalyst install manager and get this error

i also ran driver sweeper and deleted all the amd drivers and i got the same error as the first post.  My display driver is definitely up to date but the rest still failed

This may seem like a silly question, But are you running it as administrator?

Right click > Run as Administrator

or highlight it and hit ctrl+shift+enter.
