My friend from the UK wants a laptop. Her price range is 200/300 GBP and would like to be able to play sims 4 and do homework and all basic computing.

Gaming with 300 quid is not really going to be possible. Else - get an Asus/Lenovo/Dell notebook with a decent CPU and 4-8GB RAM

What about a price range of 350-400?

If you can get a 940M then light gaming is possible but that's really the lowest I'd consider to be a GPU that can "do light gaming"
