Change my lock screen

Hi, recently I used the reset option on windows to clear some junk programs, as well as some malware that my AV couldn't completely get rid of. I have everything set back to normal, except my lock screen, which can only be set to windows spotlight, and when I try to change it to a picture windows wont let me, anyone know what's going on?
