Issues with preparing Windows 7 installation

A friend just got a new laptop, she's trying to install Windows 7 on it but while copying the files onto the USB (8GB) it gives a random error, generic one.

She tried 2 different USBs, 2 different files, 2 different PCs. Any ideas? Rufus didn't help.

That's what I got told ._. - no idea.

Maybe it needs USB controllers, I needed DVDs for some laptops as they refused to install from USB

she can't get the OS files on a USB to begin with
