I currently use a evga gtx 960 ssc 2gb

yeah, you should be good! you might want to look into a GPU upgrade, but if you're only at 720p60 you should be good

So recently i have become interested in livestreaming and creating content for websites like youtube and twitch, but I am a little lost as far as a good cpu that will be able to do 720p 60fps encoding without breaking my bank. So for a noob content creator is it possible to do this on an Intel Core i5 4690k to stream and console and some pc gameplay?

If you want no performance loss use an RTMP server. If you have a second PC or decent laptop you can use it as your server.
