Best portable C++ IDE?

Title.

My friend somehow got a portable Atom, but I've been looking around, and people say that there isn't a fully portable Atom yet.

Any text editor and a compiler?

That isn't really an IDE though.

Bearing in mind that this'd be at school, so no elevated permission programs

gcc if he is running on UNIX like
