Best portable C++ IDE?

My friend somehow got a portable Atom, but I've been looking around, and people say that there isn't a fully portable Atom yet.

Any text editor and a compiler?

That isn't really an IDE though.

an IDE that is portable a.k.a  can be run off a USB stick

well then my suggestion. granted its not really an ide, but its the lightest i can think of

gcc if he is running on UNIX like
