How to setup PHPMyadmin with remote connections?

Hello everyone,

      I have been having trouble for the pass couple of weeks trying to figure out this problem, and I have search all over the internet looking. So my problem is that I want to be able to connect to my MySQL server in American to a Europe server. I have a Ubuntu Server running version 15.04 and the Phpmyadmin is 4.2.12deb2. If you need any additional information please reply.
