I prefer the EKWB cpu block that u can see the liquid go through. I think the Define S can handle  360mm rad. Also prefer a tubular reservoir. Dont know about pumps. Can i use these http://site.ekwb.com/news/565/19/EK-introduces-Advanced-Compression-Fittings/ ? will need two fittings for the graphics card. Also can i use Mayhems blue fluid or is it only for show?

Hell, the Define S can handle two 360mm rads like how I have my custom loop set up. A good reservoir + pump combo that I would recommend is the XSPC Photon 170 D5. It's a nice clear glass reservoir with a D5 pump integrated on it. You will need two fittings for each component, one for the inlet and one for the outlet. In your case, since your GPU already has two fittings, you will need 6 extra fittings (Two for CPU block, two for Pump/Res combo, and two for Radiator). Mayhem's Pastel coolants are perfectly fine to use for extended periods of time. I personally use the Mayhem's Pastel Blue in my system and it looks gorgeous. I'll link a few pictures so you get the idea. Give me a second to compile a list of parts for you, however what worries me is your $400 budget. I'll see what I can do.
