So, I wanna buy a game for my friend that lives in Norway so they can have friends and shiz, the problem is that I live in the US. So if I add money in USD will they be able to use it or us NOK to buy something later?

Are you buying the game yourself and then gifting it to a friend?

 

I'm confused. Are you trying to buy the game and send it to them as a gift, or are you adding money some how to their steam account?

You can gift a game to a friend in your own currency as long as the game is available in that country.

As stated on Steam, and as mention by HoiDaniel

 

You can buy a game and at check-out select to "Gift" the game to your friend. If there are any region limitations on the game, it will tell you before you purchase the game.

You can gift a game to a friend in your own currency as long as the game is available in that country.

Well gifts don't count toward 5$ purchases for full access to steam such as friends. So I was gunna get one of those Steam Cards with like 20$ on it then tell her the code to put in so she could buy something. I wanted to know that if she put the code in would she have to use USD for all the other games that she might buy?

No, She would be prompted to convert the currency into her own country currency

Keep in mind that if you want to go this route your going to have to figure out a few things... How much do games on steam cost in Norway - prices will be different. Once you figure out how much your friend will need to complete what ever purchase you intend for them to do, then you have to try and figure out the currency exchange rate.
