Not sure if this is the correct place to be asking this question but here it goes anyway. VPN. What is it? Is it legal? Are there advantages to privacy and security by using a VPN? Can I use a subscription VPN service to access foreign TV/Websites and not get fined?

Most ISPs will even have a help page on using a VPN with their service -- even Comcast. So it is perfectly legal -- some ISPs will even partner up with a VPN service to bring you better deals. VPNs are used for almost everyone who works from home for a major company -- it is really a security feature that can be useful for everyone. Just do some research on Google for more info.
