System Fan not working

What RPM is that fan set to in the bios? Does the fan have a hard time starting up? Does it try to spin then cant?

I just built a computer for my friend and this is like my 4th time building a computer but I have never had this issue. I plug the fan into the motherboard and turn on the computer, all the fans start spinning like they should except system fan 1. So the only way to get this fan started is too start spinning it myself to get it going, or go into bios each time a boot up the pc and turn on system fan from there (Yes I saved the bios after). Any suggestions?

switch its plug with another to see if its the fan or motherboard

Yeah it just starts then quits

There should be software online/mobo software that allows you control your fan speed. What happens if you try to add more voltage to the fan/more RPMs? If it works when it has more RPM/VOLTS then the bearing could have too much friction.
