OpenVPN w/ static IP

Okay, here's the situation.  I am trying to go from Clients (off-site) > OpenVPN Server (on-site) > Cloud Server

 

I have a static IP on-site, and have it set that my on-site network can access my Cloud Server.  Now I am trying to setup OpenVPN on-site so I (and other clients) can access it from anywhere.

 

I have setup OpenVPN so that off-site clients can connect to the server on-site, but I don't know what to do now!  How do I make it so that the off-site clients can connect to the cloud server using my static IP?  As of right now it seems like they only are talking to the 1 server, not the whole network, which in turn will allow them to use the IP (I assume).

Edit: I feel like it has to do with the server not being the Gateway of the network. Thoughts around this?

what is the OS on the Openvpn server? I think I know a way to do it in ubuntu.
